Several Korean National Police cadets and their instructors were the main characters throughout the first season. Yoo Dong-man, an expert in cyber analysis, has been tasked with instructing aspiring detectives at the academy. They did not get along well at all at their first encounter.

Seon-ho and Oh Kang-hee, who wants to be a police officer, began dating, and their relationship blossomed. A task force investigating allegations of corruption at the police academy is established in the first season. There have been no developments in the plot of Season 2 of Police University.
